当全国831台AES系统安装后

林光英:新海峡时报计算,若按照这8天566宗超速及265宗交通灯违规的数据推算,在未来18个月全国831台AES系统安装后,将会发出超过1亿7000万张罚单,以每张罚单300令吉计算,联邦政府及这些承包公司将会单单一年内就收到510亿令吉的荒谬的罚款!

 

 

承包公司一年可赚7亿令吉?
林冠英促搁置自动执法系统

民主行动党秘书长林冠英质疑陆路交通局上月刚推行的自动执法系统(AES),只是一项让朋党赚取高额利润的计划,并要求政府搁置及检讨有关系统。

林冠英今早在联邦直辖区行动党大会发表演讲时指出,根据新闻报导,自从9月24日14台自动执法系统摄影机安装在车祸黑区,首8天就已经记录了6万3558项违规记录。目前该自动执法系统只记录超速及交通灯违规的记录而已,较后还会记录如插队、非法超车等交通违规行为。

“新海峡时报甚至还计算,若按照这8天566宗超速及265宗交通灯违规的数据推算,当在未来18个月全国831台AES系统安装后,将会发出超过1亿7000万张罚单。”

“若按照新海峡时报的算法,1亿7000万张罚单,以每张罚单300令吉计算,联邦政府及这些承包公司将会单单一年内就收到510亿令吉的罚款!新海峡时报1亿7000万张罚单及510亿令吉罚款的算法看来是荒谬的,若每年只收到50亿令吉的罚款也已经大大地超出应有的标准。”

三层方式与政府分享罚款

林冠英也是槟州首席部长兼峇眼国会议员。他继续表示,这项酝酿将近10年的计划之所以引起激烈反弹,主要是其承包商ATES Sdn Bhd及Beta Tegap Sdn Bhd 可以透过3层缴交罚款的系统,取回他们安装执行自动执法系统的支出。

这包括第一层,首500万张罚单每张收取16令吉(共8000万令吉);第二层,在接下来的5亿4000万令吉盈利中,承包公司可以获得50%,也就是与政府对半,各分盈利2亿7000万令吉,以及第三层,较后承包公司将获得7.5%盈利,其余由政府获得。

“就以每年收到50亿令吉法款计算,两家承包公司将每年在第一层系统获利8000万令吉、第二层系统获利2亿7000万令吉、第三层系统获利3亿5000万令吉,一年获取漂漂亮亮的7亿令吉盈利。”

一台摄影机耗费达96万?

林冠英也质疑这两家承包公司声称耗费6到8亿令吉巨资,安装831台摄影机的说法。

“难道安装831台摄影机需要耗资6到8亿令吉,每一部摄影机需要耗费72万2000令吉至96万2000令吉?”

“交通部有必要负全责,向公众交代这种种疑问及是否有透过公开招标。”
